FAQs Regarding CEP – Community Eligibility Provision

 

The Community Eligibility Provision (CEP) is a federal program that allows eligible schools to provide free breakfast and lunch to all students, regardless of income, without the need for individual meal applications. Oregon CUSD 220 is proud to participate in CEP, ensuring that every student has access to nutritious meals at no cost to their family. However, there are still a few important details and exceptions families should be aware of.

Does the district still publish lunch prices even though meals are free?
Yes. While students are not charged for breakfast or lunch under the CEP program, schools are still required by the Illinois State Board of Education (ISBE) to publish meal prices annually. We understand this may be confusing, but it is a regulatory requirement that helps maintain program compliance and transparency.

What if my student has a positive balance on their meal account?
If your student has money left in their account, it can still be used for à la carte items or for purchasing milk when bringing a cold lunch. At Oregon Junior/Senior High School, à la carte options remain available. You can also request to transfer funds between siblings or ask for a refund check by emailing [email protected].

What happens if my student has a negative balance?
Negative balances must still be paid. These charges were incurred before the district's approval for CEP, and those past meals are not reimbursable under the program.

Will my student still be charged for milk with a cold lunch?
Yes. If a student brings a cold lunch but wants a milk, the cost is $0.50 per carton. They must have money on their account to make this purchase.

Can students get extra meals?
Students are allowed one free breakfast and one free lunch per school day. Any additional meals requested will be charged to the student’s account at the regular rate.

Does CEP waive other school fees automatically?
No. Unlike the Free and Reduced-Price Meal Program, CEP does not automatically qualify families for a fee waiver. If you believe you qualify based on household income or financial hardship, you will need to complete a separate fee waiver application.

  • These forms will be available starting July 9, 2025 on the OCUSD #220 website. Select your child’s school and go to the “Food Services” section to find the application link.

What if my family is already on the Direct Certification list?
If your student is listed through Direct Certification (automatically verified by the state based on participation in other qualifying programs), you do not need to submit a fee waiver application. You can contact the Food Service Department after the first week of July 2025 to confirm your family’s status.
